NMM doesn't recognise Fallout 4 DLC plugins as hardcoded to be

This was discovered by @pStyl3 while debugging a reported crash with the new version of LOOT (full conversation so far is posts #91 to #103 here). The FO4 master file and DLC plugins are all hardcoded to always be active and always load
Mod Manager keeps disabling these plugins. I enable them in mod manager, open the game, and it says they're disabled. I quit and open MM, and they're disabled. WHY : r/fo4
